Denmark Opens Tenders for Three New Offshore Wind Farms

Today Denmark is launching three state tenders for two new offshore wind farms in the North Sea and one in the Kattegat. Together, the three wind farms will supply green electricity corresponding to the annual consumption of nearly three million Danish and European homes.

Both Danish and international offshore wind developers can now submit bids to construct three offshore wind farms, with a combined minimum capacity of 2.8 GW in the North Sea and at Hesselø in the inner Danish waters of the Kattegat. The framework for the tenders was agreed upon in May 2025 in a broad cross-party agreement. Once built, the projects can more than double Denmark’s current offshore wind power production.

After thorough preparation, we have now launched the tenders — because we are determined to bring more offshore wind to Denmark. Demand for green electricity is rising - for electric vehicles, heat pumps, businesses, and exports. We want a greener, stronger and more secure Denmark, while contributing to a more energy independent Europe. We have listened carefully to the market and designed the tenders to reflect the uncertainties that the market actors themselves have identified. The three new offshore wind farms are eligible for state subsidies of up to DKK 55.2 billion incl. VAT. The subsidies will be provided through a two-sided Contract for Difference, which guarantees developers a fixed electricity price, thereby increasing investment security. Final support expenditures will depend on market electricity prices over the 20-year support period and may end up lower than the support cap.

The tenders include a series of minimum requirements intended to promote higher sustainability standards and social responsibility. These include requirements for recyclable turbine blades and measures to support chain-of-responsibility practices. There are also strict requirements for the new offshore wind farms to ensure preparedness and resilience against various threats, and there will be a strong focus on thorough supplier risk assessments.

 The Danish Energy Agency is responsible for conducting the tenders. The submission deadlines are set for spring 2026 for North Sea Mid and Hesselø offshore wind farms, and autumn 2028 for North Sea South offshore wind farm.
